EDIT: There is discourse on whether Fleetway Super Sonic is a different form and I am not sure, some people with more knowledge of the Fleetway comics may know. Regardless, if you added Super Sonic 2, Cyber Sonic, and Fleetway, it's 30. I didn't consider Super Sonic 2 a new form since it is only called a power boost, but just to be safe, we'll say it is.

It could probably be argued that Excalibur Sonic is actually a transformation of Caliburn rather than Sonic himself, growing more powerful and generating armor for his wielder.
