The odd-colored scenery is made in complementary color light (cyan instead of red, magenta instead of green, yellow instead of blue).

Staring at the dot makes your eye watch the same color in the same position for so long that your eyes can't send the color information to your brain anymore, so your brain interprets the odd-colored scene as the new normal.

When the scene switches to black-and-white, your eyes sense the difference, but your brain compares it to the new normal (the odd-colored scene), and makes the black-and-white scene look like it has the right color in the right positions, until you move your eyes, or until your eyes adapt to the black-and-white scene.

I looked at the dot and it wasn’t black and white but win I looked away from the dot it looks black and white
