Charlie is there because she wants revenge on William. Shadow Freddy is there because of the remaining agony from Charlie’s murder and the creation of the Puppet. There two characters are linked together

Charlie Emily refused to move on after freeing the spirits of the children because she had unfinished business with William Afton. The reason Shadow Freddy is there is because Shadow Freddy was born from the agony of Charlie's death. Evidence for this is from Midnight Motorist in FNAF 6 which takes place after Charlie's death, we can see footprints of an animatronic outside the house that are presumed to be Shadow Freddy's footprints.

Well from what I know, Charley is possessing the puppet and Evan is possessing shadow Freddy, I think. Two souls possessed Golden Freddy and they are Cassidy and Evan, but Golden Freddy used to be Freadbear and Evan was the first to possess him back in Freadbear's family diner. Both Evan and Charley were together in the diner but now in fnaf 2, Evan and Cassidy had to part since only one can be in control.

For shadow freddy, that ins't shadow freddy, it's just a scarped suit, confirmed in the game's file(if you saying about the easter egg)
