For anyone who doesn't know (like me before this) "rm" is used for removing a file, it's limited to individual files and not directories, the modifier "rf" basically tells the system that the normal limitations don't apply and that this is a forced removal of whatever the object is. The / is I believe the root, so rm -rf / tells the system to forcefully remove the root of the OS.
Tldr: Basically forcefully wiping the computer OS and everything installed under in the OS.
