I think it was all Discord pulling pony's strings. Discord is omnipotent, dealing with Nightmare Moon, and Chrysalis would be a cakewalk for him. Even when Tirek took his magic Discord was still instrumental in defeating him.

Celestia would ve found other ponies but the main character she needed was fluttershy so there r not many ponies like fluttershy but she can manage finding a kind person if that doesn't work she can setup 6 ponies and i think luna reformed herself its like a jail thing nightmare moon was her for sometime after the period of time she'd be Luna again but if celestia finds someone kind as fluttershy this whole problem could be solved as fluttershy and discord have a great friendship no one gave him a chance but on the other hand without the main six the crystal empire is doomed thats where the other 6 ponies come they will ofc have the help of reformed discord but this is just my theory that fluttershy is a very important character if u wanna reform discord

Luna turned into nightmare moon after Discord was turned to stone. In season 4 episode 2, Twilight first saw the time when Luna was banished to the moon and Zecora said that she needed to look further back, then she saw Discord being turned to stone.

If you say that Luna was reformed in other three dimensions without
the mane 6, means that Starligth stoped the sonic rainboom, and Twiligth didn't succeed in being Celestia's pupil, so it means that only 1 can do this, the one and only Celestia, so is not so riscky as it seems. She just has to do it all over again like the last time she reformed Luna, here sister.
