Problem is that nobody is as good as they could be if there's no reputational risk. Jonathan Haidt says in The Righteous Mind that "the most important principle for designing an ethical society is to make sure that everyone’s reputation is on the line all the time, so that bad behavior will always bring bad consequences". If you're honest 'just because it's good' isn't always enough, even though we'd like it to be.
