I know people kinda complain about red guardian being too “happy” but in fairness he’s kinda always been that way. Always saw himself as a Captain America equal. He’s the kinda guy who loves his suit, shield, name, etc. he’s loves the fanfare superhero aspect of it all.

From what i Watched, It seems that in this universe. Bucky And Alexei were tasked with Getting the Serum, Bucky as The Winter soldier had
orders to kill Howard Stark and his wife. But in this universe The Red Guardian with his Heart or something couldn't let TWS kill them and to just take the serum and maybe that how they went on the run from Foster?

But hey That Just a Theory.
