Either Paul thought this time period is really short, or that the full number of Gentiles is very few. The reason is because he writes that, 'all Israel will be saved.' That includes Jews who were already old during the time Paul wrote his epistle. The fact that Paul wrote, 'all Israel/Jews' is indicative to me that Paul couldn't have been talking about an Israel far off in the distant future. That wouldn't be all of Israel, if we are assuming there has been many Israelites who have died unbelieving in the meantime.
