Etna is not the most active volcano in Europe, nor the tallest

The most active is Stromboli, it has erupted 97% of the time within the last 100 years, it is the 3rd most active volcano in the world (Etna is #6, erupting 83% of the time)
The tallest is Mt Elbrus in Russia standing at 18, 510 Ft, it is the tallest peak in all of Europe (Etna is 11, 014 ft tall)

Why don't we focus on collecting the energy of such volcanoes? Why not surround it with big containers of water that will immediately release steam into turbines for creating energy?
