your concept is wrong for a web based osi model there is three tier architect which means that if a user send request via client to the server first the request will go to business layer where the request will be checked and validated and then it will go the main data server to fulfill the request, for a two tier architect the user will send request via client to the server directly and this 2 tier process is only used in applications installed on your device which are mostly used in offices or industries and are mainly connected on a lan network
