When Charles was age 4 he became the Prince of Wales but he did not take the oaths till he was 18 years old . Automatically when KC passes PG will become the Prince of Wales and William will over see it till PC is old enough and ready...

He does not have the dedication to the monarchy and the commonwealth that his mother had.. If he did he would have Henry stripped of his titles.. Also remove him from the line of succession and councillor of state.. He should step aside and pass on to Prince William and Princess Catherine.
