President Biden is set to announce proposals for major reforms in the Supreme Court, which include term limits and a code of conduct. Sen. Sheldon Whitehouse, D-R.I., joins Alex Witt to weigh in, saying it’s going to give a “boost of positivity” to his ethics and term limits bills.

The President's reforms are fine, but they will not happen without Congress, which seems unlikely in the next six months. What could happen now is the appointment of a special counsel to investigate Thomas and his corrupt conduct. Why is that not happening now?

It’s about time. I also think there should be a cap on cost of gifts, like $25. In addition to, the President should not be above the law. What prevents a President from abusing his power or committing genocide or apartheid if his actions could be justified as official duties?
