That phone charging hack makes sense. Car chargers have a switch mode converter that can take the 9V from the battery and step it down to 5V for the phone to safely recharge. It probably isn't going to charge your phone to full however. Those batteries have just a fraction of the energy a phone battery has, but it will be enough for an emergency call. You can also replace the foil with a piece of wire, a nail or anything else conductive. The point is that the positive of the battery goes on the bottom of the charger and the negative to the side connection. That's basically what happens when the thing is in the car.
