Get rid of the ghost runner in extra innings and implement a legitimate minimum payroll threshold across the board (at least $150 million dollars at a minimum) the cheaper owners are just pocketing the revenue and luxury tax distributions that they receive and then cry about not being able to compete with the bigger market teams.
