Better loot getting removed is probably tied to progression to stop you from getting better gear early, so the game probably removes it generally instead of specifically from that area. I'm at the start of the game as well so I'm figuring things out like everybody. You still get most of the stuff back so it's a good start.

Definitely intended. I among all people am unfamiliar with these games and the second i looted that house and safe then got out of the cutscene, I said “I should have put my stuff in there”

Then found equal stuff 30 minutes later. Didn’t really die getting to it so this at best is some extra cash for you.

hear me out, you do NOT need to put those AK and AR rifles in the safe, just drop them near. Someone said that they have to be a little worn too. Worked for me 100%.

Some stuff is 'missing' because it's not your personal stash. Your stash is universal between all player stashes, but placing items in unsafe stashes will have people 'loot' your stuff occasionally, so to speak.

In clear sky, after we got robbed we can go back to the bandit base to take our gears back. Hope devs will let us do the same here.
