The tower is actually where they add more pipe to the drill dpwn below when drilling, it has a saftey blow off at the top but usually another one off to the side so gasses can be burnt off safely to prevent an explosion or buildup of gasses that would lead to an explosion. Once they are done drilling they use the pipe to extract the oil. But they leave the tower tp remove and replace pipe.
