Programming languages doesn't make you a better engineer - knowledge and experience with programming does.

No as a junior developer & even senior engineer upto some extent, we never decide programming language based on those 3 points. It is always driven by company's requirement and open source resource availability. How many times a software developer joining a company says let us rebuild existing application with new programming language. Better two learn 1 or 2 programming language(unless the language is dead) only and stay upto date rather than learning multiple programming language. Algorithm and Data Structure should be language independent.
