Being Mr. Wrong Hindsight is real cool. In racing shit happens. It's obvious that riders in the finals aren't dickish like that. I've watched the video a few times and it's pretty clear that their wheels rubbed and it wasn't intentional. No one would jeopardize their chance to win and purposely hurt others.

They rubbed wheels, Bontorin was trying hold her off by weaving a little and they came in contact. This is racing. Shit happens
