This is a fun introduction to tone sandhi. I like the show-don't-tell strategy: no one likes to deal with the name "tone sandhi" after all; they just need to know what tonal modifications take place in what environments. I'm interested to see if regiolect-ish stuff gets added in other videos.

If I chose to say the tens with mười appended, do the exceptions still apply? Like, should I still say "bốn mười tư", or should I go back to "bốn mươi bốn"?

You didn't mention the Hai Phong/Hai Duong rule exception where they just use lam for any 5. So 500 = lam tram, 55 = lam muoi lam 😋

Rule #3 only applies to people who have a northern accent.

These screwy exceptions make me hope I never need numbers (in Viet) at all...  Screwy "muoi"!  (Hmmmm...well, at least this video makes me better understand the downward tone as a "low flat" tone, and no tone as a "high flat" tone...)
