Haos won't even call me. I haven't found anything on YouTube that tells me what I'm doing wrong. I have a membership and auto shop plus restarted my game after I signed up. Why is haos not calling! I'm lost

I’m having a bit of an issue and I would like to know if anybody could help me. I have logged into GTA five online many times and have never received the call from hao but I have purchased many different hsw upgradable vehicles and I’m looking to upgrade one of them. How would I go about getting the call from hao to HSW upgrade one of my vehicles? Is this possible or can I just not upgrade any of my vehicles?
