He actually did initially stop all new oil drilling projects and guess what happened to the price of gas? it skyrocketed.
He then went around blaming everyone from Russia to the oil companies and even the gas station owners.
Eventually, he began to come around to the reality that oil drilling and refining is actually important to the American economy.
