I know for a fact that plastic bins do absolutely nothing for rats. Loved with my cousin for a while and she had a problem with rats too. Did the same thing, stored her food in bins. Those damn rats actually chewed through them bins.

Having any of infestilation is no joke. I know people who have this issue due to where they live and slum landlords. You have to start making a plan, no matter how small to start the process of making changes.

Man, i'm living out in the rural countryside and we have mice everywhere. My mom has her non lethal traps, but I literally can't stop my cats from leaving dead, bleeding mice in my shoes to attract ants. They harass me every morning for their food, but apparently think I can't feed myself.
