Thanks a million times over... I've had issues getting everything set up, and made this whole process more complicated than it needs to be. I was doing things how I did them on my old Windows OS and kept fighting the XAMPP server to try to configure the httpd.conf file and point the Document Root and Directory to the location of where my project is stored... However, I simply followed along with this set up and launched the setup site from the Development Server location given after the "PHP artisan serve" command and everything worked smoothly without the "Access forbidden" 403 errors.

what's the point of xampp if you still use "php artisan serve"?
