I play at a top venue that supplies a kit. When I get there, I wonder what the f some drummers are thinking. The tuning has been f..d. and the stands have been over tightened as if they used a hydrolic press?

Take your top heads off and tune the bottom first, I'm seeing a lot of loose movement in the bottom heads.
When you finish the bottom
Get a stool wad up a rag and set the Tom on the rag to dampen the bottom head so you can tune the top head, If you tune the bottoms about a 16th tighter than the top your playing on the sharp and are ready for the live stage, do the opposite ( put the top head slightly tighter for the flat notes or black keys sound for studio recording to have less ring and a better note.
I toured for 20 years so I know a little.
And ditch the tape, it leaves a residue.
Honestly I'd stretch the crap out of those top heads and clean them before tuning, if they pop a little ihile stretching t's okay, you have to seat the head in its metal ring but not to the point of damaging lugs.
Pinstripes are my go to head for live applications, they are tough.
Eliminate the buzz sound, are those 6 lug Tom's? I have a few kits some are 5 lug and they are a challenge to tune. Gotta go 70s style on those.

Tune the redos either slightly higher than your batter heads if you want punch and shortened sustain and slightly lower if you want a singy tom that lingers.

Use felt or something extremely light if you want muffling.

Your heads should not have visible wrinkles that’s not tuned at all if it’s wrinkled and it won’t project playing live.
