When the then-Governor Ronald Reagan was governor of California, he proposed cutting funding for the state's public colleges and universities. He argued that this would help to "get rid of undesirables" from these institutions.
Reagan's use of the term "undesirables" was a dog whistle, a coded reference to people of color and low-income students.
