UPDATE: I was able to get it working! I think I had to enter a PIN in order to activate the options. All good now. Thank you!!!!

None of these steps are possible for me. The option to toggle off "improved security...Windows Hello" is grayed out and togglable. There is no checkbox at all for "Users must enter a user name and password to use this computer." Has Windows patched this?
