Stormbreaker is meant to have the powers of Jarnbjorn from the comics, which is the axe Thor gets after he becomes unworthy of Mjolnir and Jane becomes Thor. It has the power to cut through basically anything. Stormbreaker is essentially cutting through the power of the infinity stones when thor throws it at Thanos. Anyone can wield it, just as Gorr uses it to summon the Bifrost

no i dont think so. In infinity war, when thor talks about thanos killing weapons, peter quills ask if the guardians can have thanos killing weapons but thor said their minds will go insane if they use such weapons. He considered it for captain too.

He took storm breaker away from Steve because when Thor was talking to the guardians about forging a weapon Peter quill said “don’t you think we should all have a weapon like that?” And Thor said “your minds would corrupt into madness” or something like that. So he was trying to protect Steve so he wouldn’t suffer from wielding the weapon.

Yeah but even if it only works like a regular axe for anyone that isn’t Thor, if someone with super strength like captain America, iron man or hulk used it the axe would still be a pretty deadly weapon. The user just can’t create lightning, storms and may not even be able to throw it like a boomerang like Thor does

But Cap did summon lightning when he used Mjolnir to fight Thanos in Endgame and I think the same logic applies to Stormbreaker too.
Thor only took Stormbreaker back because he preferred it over Mjolnir.

I think the real reason is what you mentioned in a previous short. You showed the scene from Infinity War with Thor telling the Guardians that they weren't strong enough to wield a Thanos killing weapon, so he feared Stormbreaker could fatally damage Cap when he uses it.
