Guys i think what she meant to say is so you draw the circle then make a new layer click on the new layer and press clipping (the arrow) then go onto filters and click noise

U can do another way

First:go to the top buttons
Then, click on the last one
After, search snow noise
After that, choose the snow noise
Finally, choose the special brush and make it expand type

Idk if ibias paint took it out but the expand thing isn’t there anymore
