You misunderstood Julie. She's been using that technique for a long time now. She performs the most among all of them so she preserves her voice a lot. She can belt all she wants but her voice is her career so she protects it. Usually, what she does now is use mixed voice in most parts of her lines and only belts out in highlights or necessary parts.

Julie's voice changed over the years and I think she chose to sing it that way due to she and the management know how it would affect her voice if she sang it the way she used to sing before. It wasn't perfect at all, but how she handled the song, with that voice is superb. 💅
