"Customers" used to be "Tenants". They're more likely to get involved if they aren't insulted and actively attacked by Orbit staff. Orbit have successfully completed their transformation into Foxtons estate agency and they make far, far more money selling new 400-500k homes, than servicing old council housing stock they acquired. I see in less than 3 years the number of staff on executive pay grades (>60k) has doubled from 16 to 32, and the wage bill of those has tripled in 3 years £1.8m > £4.5m 👍
