This is almost the same as my build. Get rid of enlightenment for Maximize Conservation and you will get more run time and ult time.

Bionic fuel doesn't cap your health at 1. I think you're mixing up the one that gives to massive shield but limit HP to 1.

Bionic fuel drains health for speed of light instead of MP, and I could be wrong, but again, tooltip doesn't say anything about an HP limit at 1. The reason some are going for this though is becuase it's a lot easier to stack huge amounts of health points, leading to a crazy uptime on speed of light. Faster movement = more DPS, more health pool = longer up time. Between stacking HP for a huge reserve, and health pack drops replenishing, you can pretty much keep speed of light up at all times with that build.

Just some insight there, totally know where your brain was going, but I think it's a different mod and not bio fuel you're thinking of, but maybe not! May be worth another look and test from you though. Faster lightening ticks, with 100% uptime has a lot of uses. I just don't know if having the damage boost one and lower speed up time averages to be more than lower base damge with more frequent ticks through the course of a fight. Certainly would love to see you try it and hear thoughts!
