The `soil` i.e. sand reminds me of gardening for my mother-in-law in Hungary where most of the carpathian basin was once an inland sea. Real loam is hard to find outside of government procured land from WW2 onwards.

Ну не знаю, я бы наверное не стал бы строить на этом месте ни чего, разобрал бы и дом этот старый и на этом бы месте сделал бы карьер по добыче песка, .., а потом когда образуется огромнейший котлован можно будет построить многоуровневую автомобильную парковку или ещё что то....
