On November 29, 1947, the United Nations General Assembly convened in New York for its 128th plenary meeting. On the day's agenda, a vote to partition British mandatory Palestine into two independent states, an Arab state and a Jewish state. The resolution required a two-thirds majority to pass.

World War I reshaped the geography of the Middle East. The Ottoman Empire was defeated. With the exception of Turkey, the Middle East was carved up and managed by Western powers. The Sykes-Picot Agreement, a secret treaty between France and Britain, assigned Palestine to the British, making it mandatory Palestine.
