Who drives the agenda at an administrative agency? Professor Christopher Walker discusses how an agency is composed of both political appointees and career civil servants. Both types of individuals are crucial to the work of the agency but contribute to the mission in different ways. Can both of them be held accountable for agency actions?

Christopher J. Walker an Associate Professor of Law (with tenure) at The Ohio State University Moritz College of Law and Director of the Moritz Washington, D.C., Summer Program. Professor Walker’s research focuses primarily on administrative law, regulation, and law and policy at the agency level.

"The Minister's (Secretary's) duties have three major functions, first is to act like a public image of the department, showing the public that the department is doing something for good. Second is to make legislation which grants more powers and make the department more functionable. The last one, which is the most important one, is to obtain budget that enlarge the department's workforce. The larger the budget, the mores successful the department is."

"Why is the department with larger budget more successful?"

"Because in otherwise, the department is so small even a minister is able to run it"

PLEASE ADVISE ME.
