Prime All for One is a true BEAST, my guy finished every hero + Gigantomachia in one single attack (a light beam quirk) the same Gigantomachia who was throwing mountains at him. The only thing he has to be careful about is underestimating Akame or Tatsumi

I am not sure time stop is enough for the Captains. Yami at least can probably resist and he's also the guy least likely to just fight with magic. Likewise, if she let's Jack get started he starts adapting and it gets crazier and crazier as a fight. And that is ignoring plenty of other heavy hitters that Merlin is going to need answers for and fast even. Even turning off magic isn't enough because she has some physical power houses to deal with too. Fegolion has fist fought his sister, he's not a scrub by any means.

Sealing feels like the answer, but she could just as easily get sealed dealing with Dorothy or William.

1) AFO is too arrogant, he likely gets killed by Akame.
2) Human Garo is underrated. The only threat is Deku and Deku has yet to block thousands of shots from a gun that melts Demon threats to protect a kid. Speed and technique is no question Garo. The amount of abilities don't matter since Garo is use to fighting people with abilities.
3) 1 at a time I'd put Merlin on top. Image implies all at the same time. I'm also assuming Mereoleona is here or her Brother. So Merlin has to deal with 3-4 threats. Yami, Vermillion siblings, and Jack. All 4 have a way to kill her. I don't see any other Captain being a threat since their power can be used against them or they are simply too weak. So 50/50 here.
4) I'd give it to the worst gen + Blackbeard. Hawkins can put his doll to Blackbeard and be functionally immortal. Dark Dark fruit robs all powers, including Devil Fruits. So Earthquake + rob resistances is good damage. Zoro, Luffy, and Law have ways to end the fight. All the others need to do is stall to take them one at a time. Taking a punch or explosion is one thing (Boruto), but that doesn't mean a weaker sword swing won't cleave u in half.

Power Scaling community be crazy going Planetary or Universe Plus Ultra Multi 86 dimensional and other horse shit. Then you see Goku lose to a guy with a gun. Because even a Mike Tyson can and has been knocked out by weaker guys.
