That's because dark colors tend to absorb light, and light colors reflect light.
That's why on darker background, the skin color seems more lighter, and on the lighter background the skin color seems more darker

For people who don’t understand: it’s because of the lighting. The lighting in the right picture is lighter, and the lighting in the right one is darker, meaning the colour changes in certain lighting and opacity.

This my friends is color context!! When you put a color ontop of a darker color, it will seem lighter. When you put a color on a lighter color, it will seem darker. The color isn’t changing, nor is this fake! It’s actually used by many artists, and it helps portray different looks for a character, and helps color harmony.

it's a darker olive bg (left) so the ashy black looks whitish ash and in the lighter bg (right) which is a chalky white ish olive that's why the ashy black looks more black.
that's why olive skin tone's foundation and other shade, matches are so hard to find! thank you

The whole picture changes our perception of the colour, and when we compare those two colours we will realise that they are the same, but the whole drawing tricks us because they are different. The first drawing is a girl with white skin but with a dark "filter". The second one is the same girl with a black skin and a "filter" white enough to make it the same colour as the result of the combination of the wite skin and dark filter of the first drawing i guess??
