It is a very cute dress and definitely free. Personally I wouldn't be leaving an item out on a curb where anyone can just grab it if i wanted to keep it. Enjoy the dress don't let the haters get to you.

says maybe the edge of the curb has better exposure to sunlight. Knocking on a couple doors takes almost zero effort. It's what I'd do, anyway (save for the fact that I'm a guy and already have a cheap Target wardrobe of which I am inordinately proud).

Its an odd place for trash. Most people would have it in a bin towards the back of house/alleyway. There are two houses there so you could've just knocked on the door to see if anyone was home and could tell you if its ok to take. If yiu didn't get an answer and absolutely needed to have that dress, leave some contact info. That way, if they did actually want it you could give it back.
