I like the star trek idea that we're not alone but we're also just not technologically or socially advanced enough yet to join the galactic community. we still have cultures on our planet that are radically inclined either religous fanatics or paranoid warmongers and you cant honestly say that you'd be okay with them getting their hands on technology that could destroy planets or release them onto the galaxy as a whole. so i would totally agree if a like galactic council decided to just wait and see what happens to us in a few thousand years.. rather than risk that.
