Will this $250 EZ-GO golf cart run and drive?

Trying to get a cheap golf cart moving under its own power after being submerged.

I like the look of the Storm body kit. I iwsh that they would come out with a Storm body kit that would fit a CC Precedent. the thing that outs me off abut EZ-Go is the rust. Every EZ-Go I have ever seen has rust.
I have a Club Car because of the aluminum frame.

The stuff I see on Marketplace for under $1000 looks like somebody stripped it down to the frame and left it on cinder blocks, and allowed it to sit outdoors for 3 years.
I dont understand how you find such complete vehicles for under $1000.
