Explain this to me... It says the deal for port in a number is for 2 lines. Then says the phone is 99.99 but you have to pay 199.99 up front and get 100 back in 3 months by gift card. So is that only 199 for 2 of the phones only up front or 398 up front for two of the phones? I’m confused.

I didn't know that metro can deny port in deals. What can one do in this case? I want to report them to the FCC for false advertisement.
