pull the starter completely apart, and then you just have to put it back together backwards lol :p. Sounds kinda dumb but when you get it appart you will see the its just a metal cylinder with different sides, switch the sides and your good!

so this is gonna sounds really dumb to some people, but the reason the pinion was not engage was because my starter motor was turning the wrong way, therefor not engage the pinion to open.
