Quarter tones and tonal variations are part of a great many of the folk musics in the world. And tuning has evolved in western music since medieval times. From an absolutist point of view every piano is technically out of tune to accommodate approximating the twelve major and minor scales. And the touchstone tuning note "a" varies from something like 420 to 470 cycles per second in different contexts.

That harmonics in the end and somewhere between, are inspired from a hungarian or romanian flute that is called tilinca or tilinko, of course it can be any other highpitched obertone flute that is around the world, i have a "tilinca" and i smiled when i heard the exact imitation of it. I hope it was interesting for you :)

If I didn't know microtones were involved, I'd say the performer is playing terribly out-of-tune.

If you're writing for viola you shouldn't actually need to specify all the microtonal deviations, viola players add them anyway. :-P
