It's still RNG, but it sets a guaranteed limit that isn't addressed here. I've been trying to grind out 2 parts on Warframe for years one and off, that each have around a 4% chance to drop. In this theory, in 25 runs or so I would have both. Instead it's been around 100+ twenty-five minute runsand I still don't have them.

So the question stands,
