Trump doesn't joke and Trump does not "bait the media". So the saying goes, "many a true word spoken in jest". His base claim he is joking when what he is actually doing is seeding the ideas into the media to normalize the ideas in people's heads. So when they happen they are less surprising, they have already been talked through and do not shock people as much. What Trump says "in jest" he fully intends on carrying out if he can possibly get away with it.

If he says he's going to do something, if he implies he's going to do something, then treat it like a serious statement. He said he was going to do tariffs, he did them, and they're a disaster. Take him as he is, not what you think he is.
