command i used :
- npm install -g cordova ionic
- ionic start name_project blank --verbose
- ionic info
- ionic serve
- npm run ionic:serve

if you still got error cause app-script and ionic-angular not found you can try to write "npm install @ionic/app-scripts @ionic/cli-plugin-ionic-angular ionic typescript"
