You are right, Parker was still moving but that doesn't mean its not an offensive foul.

The Rule No. 12, B Personal Fouls, Section II says:
b. If a defender is able to establish a legal position in the straight line path of the dribbler, the dribbler must avoid contact by changing direction or ending his dribble.

In my opinion Paul did a spin move but dribbled into a backward defender. Just because he spin around and Parker was moving doesn't mean he is allowed to dribble into Parker.

Parker started to move as Paul was starting his move, look at where parker is when paul starts the first step (which is starting his offensive move) and look where parker ends up when they collide. It's the same reason why sometimes you cant get an "And one" even though you didnt bounce the ball.

Parker's feet were not set. That's why no-call. If you were on air and there was the slightest bit of resultant for against you, wouldn't you lose stability? That was what happened. Good call by the ref.

Like I said, refs really avoid calling offensive foul in such situations, its nothing new.

It doesn't matter if Parker is in the air while the contact happened, if he is in a legal guarding position which means in line of the dribbling direction.

In my opinion Paul didn't change direction in the spin move to avoid the contact of a legally positioned defender, which results in an offensive foul.

In my opinion it is no offensive foul because to take a charge you need to have a steady position with both feets on the ground before the dribbler hits you

your feet dont need to be set for an offensive foul, please read the rulebook.
It was clearly an offensive foul but like Reggie always says "in the closing minutes the refs swallow the whistle and never call an offensive foul".
