On technicality, doofenschmirtz should have 3 additional death sentences.

1. His reign only extends far as the tri-state area, and seeing as he rules as a dictator with flags, anthems, and just overall as a national leader, he would be committing treason against the United States

2. He also invades the alternate Tri-State area. As invasion is a declaration of war against the United States, he is violating UN law by waging war without proper cause

3. In his declared war, he is targeting civilians, which is a war crime/crime against humanity
