Sambh was avatar of Shiva himself, he was born to bring death. And he did this prank to Durwasa Muni. Not just this, Yadu's father Yayeti even cursed Yadu that his descendants will never become king or rulers. They will not be recognised as Kshatriyas.

Dwarka underwater archaeology went on for 20 years incessantly after 1981 but it stopped after 2001 and the reason behind halting was seen as the lack of interest in the Gujarat Government and the central government.

You didn’t give the actual reason why Dwarka submerged as soon as everyone left.

The actual and full reason is that Mata Rukmini (wife of krishna ji) is herself the Shakti of kanha. She was the lifeline of krishna ji and Dwarka. After the death of krishna ji Dwarka was not submerged because Maa Rukmini was present there for 7 days. In those seven days she helped every Dwarka wasi to get the strength of character to get moksha. She didn’t let anyone know that krishna was not there and alone bore the pain of seperation for 7 days. She took care of whole Dwarka as a mother. All Dwarka wasi as well as all the queens of kanha used to see krishna ji in her. And when Arjun arrived she ensured that everyone got out of Dwarka and then at last she herself left the city and as soon as she left Dwarka it submerged because she was the only one due to which Dwarka didn’t submerge

But there are few flaws - if you read Bhagwad Geeta.. and other wisdom where Shree Krishna says.. "in janm and karma I'm Devine" and Krishna Karma cannot bondage him in material entanglement like us..
