If you can't convert, go to File Explorer and click on the 3 dots near the top, it should bring a pop down menu and click on Options. After this there will be three settings, go to View and scroll down to the option saying 'Hide extensions for known file types'. If you turn this off, you should be able to convert your file to JSON. Hope this helped anyone that was struggling!

in order to get the changing file format in windows:

1. go to your file explorer.
2. on top click the view button.
3. check the file name extension.

now you'll be able to change a txt to json or other format :)
