Hi Junior Geek, I got this error when connect SQL 2012 ( 32 bits ) to Oracle 8i :
Cannot initialize the data source object of OLE DB provider "OraOLEDB.Oracle" for linked server "VNDEVORA".
OLE DB provider "OraOLEDB.Oracle" for linked server "VNDEVORA" returned message "ORA-06413: Connection not open.". (.Net SqlClient Data Provider)

I got the same error 7302 but i can't solve it like you. Any suggestions? i installed instant client 11_2 like administrator.
